Berlin, April 21, 2026 – The independent German Outsourcing Association (Deutscher Outsourcing Verband e.V.), in cooperation with 99x, has published the new Portugal ICT Study 2026–2030. The study analyzes the development of the Portuguese information and communication technology (ICT) market and the prospects for companies, investors, and service providers over the next five years.

In recent years, Portugal has established itself as one of Europe’s most dynamic technology and nearshore locations. The Lisbon, Porto, and Braga regions, in particular, are developing into key centers for digital innovation, shared services, software development, and international service delivery.

Portugal has established itself as one of Europe’s most dynamic technology and nearshore locations in recent years. The new market study highlights key developments in the following areas:

  • Growth of the ICT and outsourcing market
  • Availability of skilled workers and multilingual talent
  • Nearshore and shared service potential
  • Investment and expansion opportunities for European companies
  • Competitive landscape and location advantages up to 2030

“Portugal offers companies strategically attractive access to highly qualified talent, stable European regulation, and an innovation-friendly environment. The study provides a sound basis for market decisions and sourcing strategies up to 2030,” explains Stephan Fricke of the German Outsourcing Association (Deutscher Outsourcing Verband e.V.).

A particular focus is placed on Portugal’s role as a nearshore location for the German-speaking market. The close economic ties between Germany and Portugal, as well as the increasing demand for ICT services, make the country an important partner for companies looking to expand their digital capabilities.

The study is aimed at:

  • CIOs and IT decision-makers
  • Sourcing and vendor management managers
  • Investors and analysts
  • ICT service providers and shared service organizations
